Why the BUILD America 250 Act Matters to the People Who Build Florida’s Roads

At Duval Asphalt, our plants produce asphalt mix every day. Our crews pave the roads, interstates, and parking lots that Floridians (and out-of-town visitors)drive on. We see firsthand what happens when federal highway funding is steady, and what happens when it is not.

The BUILD America 250 Act is the five-year federal transportation bill that would supersede the Infrastructure Investment and Jobs Act (IIJA) when it expires (recently extended to December 11, 2026). This legislation makes the difference between a predictable pipeline of work and stop-start uncertainty.

The bill authorizes roughly $580 billion over five years for surface transportation. For companies like ours, the most important parts are:

  • Reliable formula funding that flows to state DOTs. When     FDOT and local agencies know what resources they will have for the next several years, they can schedule resurfacing and reconstruction projects.     That means our plants stay busy and our paving crews have consistent work instead of gaps between jobs. With consistent planning and funding, our team will continue to provide smooth, safe, reliable roadways for our communities.    
  • Stronger bridge investment that also generates asphalt work on approaches and connecting roads.

  • New user fees on electric and plug-in hybrid vehicles that help keep the Highway Trust Fund solvent. Currently about 85% of the federal gas tax revenue goes towards paying for our roads. With more EVs on the roadways, less gas tax is collected. User fees are a practical step toward long-term funding stability.  
  • Improved work-zone safety measures. Our crews work inches from live traffic. Better protections and data collection save lives and help families sleep better at night. Each employee deserves to go home to his or her family after work every day.        
  • Faster project delivery so good projects move from design to paving more efficiently.

When funding is uncertain, projects get delayed or canceled. Plants slow down. Truck drivers and paving crews face reduced hours or layoffs. Equipment sits idle. Young workers looking for a career in construction start to wonder if this industry can offer them a stable future.

Florida’s growth, tourism, and freight traffic demand a strong road network. We are proud to help build and maintain it, but we cannot do that without a steady federal partner. Short-term extensions create the exact instability that makes planning difficult for manufacturers and contractors.
